Meet the KerrEDC Board of Directors

KerrEDC is guided by an 11-member Board of Directors representing a diverse cross-section of stakeholders in the Kerrville community. This structure ensures broad collaboration and informed decision-making to support economic initiatives.

This well-rounded leadership team plays a crucial role in project recruitment and business expansion by leveraging their collective expertise, industry connections, and access to resources. Their involvement ensures that economic development strategies align with community needs, infrastructure planning, and workforce capabilities. By representing both public and private sector interests, the board helps create a business-friendly environment that attracts new investments while fostering growth opportunities for existing businesses.

Dalton Rice, City Manager of Kerrville

Dalton Rice, Kerrville City Manger and Board Chair
Dalton became the City Manager of Kerrville in October 2023, following his tenure as City Manager for Morgan's Point Resort. With 13 years of service in the U.S. Army Special Forces, Dalton brings a diverse background that includes experience as a paramedic, firefighter, and healthcare administrator.

Todd Bock, Interim Executive Director and Past Chair
Todd is a former Board Chair of KerrEDC and previously managed Ronnie Bock’s Kerrville RV, where he gained extensive experience in operations and customer service. His leadership and deep understanding of the local economy make him a key advocate for business growth and investment in Kerr County.

Mayor Joe Herring, City of Kerrville
Joe Herring Jr. is a Kerrville native, and a Tivy High School and University of Texas at Austin graduate. He is married to his college sweetheart, Carolyn, and they have two grown children. Joe is the General Manager of Herring Printing Company. He writes a weekly column for the Kerr County Lead.

Gregg Appel, Central Texas Regional President of Happy State Bank and EIC Board Representative

Gregg is an established Texas Hill Country community banker and leader with passion for building strong teams known for integrity, excellence, and making positive impact.

Judge Rob Kelly, Kerr County Commissioners Court 

Kelly has been a commercial litigation attorney, mediator and arbitrator for more than 40 years. He practiced in San Antonio where he served on the management committee of one of the largest law firms in South Texas prior to running as the Republican candidate for Chief Justice of the San Antonio Court of Appeals.

Jonathan Letz, Business Representative and Board VP

In 1996, Jonathan was elected Kerr County Commissioner of Precinct #3 and is currently serving his 25th year. In 1998, Jonathan Letz was appointed to the Plateau Water Planning Group – Region J. He has served as chair since 1998. Commissioner Letz has worked extensively on county subdivision rules and statewide water issues.

Mike Wittler, KPUB General Manager and Board Treasurer

Mike has a long career devoted to the public power industry with more than 25 years of industry experience. He joined KPUB as the organization’s chief operating officer in 2006 after 11 years with CPS Energy and was promoted and appointed to the general manager and CEO position in November 2015.

Mindy has held numerous leadership positions serving as the director of business programs for the City of Kerrville, the director of community engagement for Schreiner University and the executive director for Families and Literacy, Inc.  She is an active community member currently serving on several community boards.

Brent Ringo, Superintendent of Kerrville ISD

Dr. Ringo comes to KISD from the Garland ISD, where he served as the CFO. He focuses on developing exceptional teams dedicated to student achievement through innovative programs, engagement from families and the surrounding community, as well as professional development opportunities for faculty and staff.

Mindy Curran, Assistant Superintendent of Ingram ISD

Mindy is an experienced educator with a demonstrated history of working in the education management industry. Skilled in Instructional Design, Curriculum Development, Researching and Implementing New & Innovative Initiatives, Teacher Training, Speaking and Presenting, Problem Solving, Strategic Planning, and Data Analysis. Graduated from Lamar University.

Julie Davis, President & CEO of the Kerrville Convention and Visitor's Bureau

A lifelong resident of the Texas Hill Country, Julie is dedicated to promoting Kerrville as a premier travel destination. After earning a Bachelor of Science in Business Administration from Angelo State University in 1999, she began a career in the telecommunications industry before returning home to pursue her passion for tourism and economic development.
